This study analyzes the factors that operated during the thirties on through the mid-sixties to prevent the city and the urban township surrounding it from developing organized, cooperative responses to industrial and population growth. It concentrates on both the decisions and the failure to make decisions that had the greatest impact on maintaining the framework of city and township government.
