The colorful characters from the novel Oceanaire return. The last days appear inevitable at their vintage apartment complex on Miami's Biscayne Bay. Developer bulldozers lurk nearby, and tidal floods from climate change threaten the city. Property manager Leon goes on vacation to Texas and drops out of sight for weeks, upsetting the residents. Leasing manager Gloria and the gang are left to make do for themselves. On Halloween, atmospheric conditions bring a freak northeaster and a wall of water. Meanwhile, Leon is still on the highway far from Miami, trying to sort out his life. Everyone's fate lies in the balance.
