After a vicious stabbing death of a young Japanese-American boy's father by a cruel Los Angeles gang leader and with no other living relative in the states, the boy is sent back to Japan to grow up.

Years later, Tadashi is now a man, a Police Detective on the Tokyo Police Force. He seeks and wins a transfer to the Los Angeles Police Department. On an assignment to track down a menacing serial rapist, Tadashi runs across the vicious gang leader who killed his father.

Tony "the Scar" is now a leader of a ruthless gang of thugs who preys on defenseless shop keepers. Can the rookie detective Tadashi take down the gang and capture the rapist - all while battling his own personal Dragon?
