Sharon Bolivar, aptly named the Queen of Porn controls a Mafia financed operation producing porno films and operating a major prostitution ring. She is based in Philadelphia. When the mob discovers she is skimming casts amount of money they send two goons to slap her around. She murders them and walks into the FBI office with all of her records concerning her nationwide operation. he is charged with murder by the city with the understanding charges will be dropped and she will be placed in witness protection if she testifies against the mob in Federal Grand Juries around the nation. FBI agent Ben Douglas and Philadelphia Homicide Detective Amy King Bauer are assigned tome her from city to city. A million dollar contract is putout on her by the mob. They hire a group of renegade mercenaries to carry out the hit. Douglas and King Bauer are joined by SWAT teams as attempt after attempt is made on her life.Moving from Philadelphia to Brooklyn, Boston, Cleveland, Chicago, Los Vegas and Los Angeles they find themselves under attacks from helicopters, from the sea and by the launch of rocket propelled grenades. While Douglas and King Bauer strive to keep the queen alive the FBI launches a major effort to locate and apprehend the leader of the mercenaries and his followers.
