The book has two major objectives. On the one hand, the book is a practical guide and reference manual for persons who reside in the territory of a State of which they are not nationals. These persons, who are the international representatives of the State and its nationals, benefit from the international protection that international law grants them against the State of residence. Therefore, any person who resides in the territory of a State of which he or she is not a national and who is unaware of the rights he or she has in the territory of that State can refer to the book in order to know the extent of his or her rights in the territory of the State of residence. This book is written in an accessible language that is understandable for any person, whether a lawyer or not. On the other hand, the other objective of the book is addressed to the international community, which must reinforce the international protection that was once framed, because this international protection can be improved. You will find in this book the focal points that the international community must protect in order to strengthen international protection in diplomatic and consular relations.
