This book is a survey of the various attempts to control the Mediterranean from the Bronze Age to the fall of the Roman Empire. Starr demonstrates that control of the seas was not always a strategic necessity in the ancient world. His theory is an important corrective to the influential teachings of the strategist Alfred Thayer Mahan.
