Manifest destiny, WASP ideals, Big Stick diplomacy, civilizing child races all leads the US to its dilemma with drug policy in the Philippines. The 1912 Hague Conference leads to the 1914 Harrison Act and WW1 leads to the Volstead Act. Bishop gives addicts maintenance doses, England adopts the Rolleston system, Anslinger takes over the FBN. Alcohol is relegalized but not heroin.
