In order to implement decentralization in Cameroon, the State has recognized financial autonomy to communities to meet their needs and manage their own affairs. To carry out this mission, they set up a management tool called budget. These activities are often not carried out simply because they run up against technical and financial difficulties. In order to overcome these shortcomings, improve the living conditions of the population and boost development at the grassroots level, the State has found it appropriate to set up a financing instrument called Feicom, which enables the CTDs to respond effectively to their needs. This is done through technical and financial support. This support allows communities to finance their projects, to build basic infrastructure, to retrain their staff and to benefit from consulting expertise. Today, as in the past, their treasuries are relieved by Feicom contributions.
