The fundamental character of the Constitution as a supreme norm in a state like Cameroon is no longer to be demonstrated. But it is the question of its respect that is always problematic. The principle of non-retroactivity, which has become a constitutional principle, is linked to the rule of law because of its sensitivity to the preservation of legal security. It is quite surprising to see that it is the legislator himself who "disregards" this constitutional principle by adopting laws with retroactive effect, even though they do not fall within the framework of laws whose retroactivity could be justified.
