The Police Nationale Congolaise is an instrument set up by the State to combat crime. In Congolese legal parlance, these are acts likely to disturb public order. Among the human activities that undermine public order and therefore require the intervention of the Police, we should mention offences committed through cyberspace. These are new offences whose repression requires human, financial and material resources, as well as expertise. In the Democratic Republic of Congo, the police seem to be more involved in traditional offences, which are largely unaware of the virtual dimension. Admittedly, some progress has been made, but it remains far below the stakes and challenges associated with this transformation. This diagnosis has prompted this study, which aims not only to examine the efforts made by the Congolese State in this field, but also and above all the immense constraint that calls for corrective measures to deal with it effectively.
