The United States Congress has directed the panel to deliver three separate reports to the House and Senate Armed Services Committees: - An initial organizational report due within 90 days of the Commission's first official meeting. - A second report providing our recommendations and supporting analyses on a set of specific legislative proposals bearing predominantly on matters related to the National Guard, no later than March 1, 2007. - A concluding report providing our final assessments, findings, and recommendations, no later than January 31, 2008. The first of these reports, detailing the status of the Commission's organization and the progress of our work, was submitted to the Senate Armed Services Committee, the House Armed Services Committee, and Secretary of Defense Donald Rumsfeld on June 5, 2006. The report we submit herewith is the second of our three products, and responds to the instructions set forth in the National Defense Authorization Act for Fiscal Year 2007 (P.L. 109-364). The law directed the Commission to report to Congress, no later than March 1, 2007, on the advisability and feasibility of 17 proposals bearing mainly on the status and activities of the National Guard Bureau, its Chief, and related matters.
