What is relevant about the analysis of this phenomenon are the proposals for solutions that the State offers against it, because they have brought with them the application of policies mainly of a "pro securi- tate" and "contra libertatem" 1 sign that, in many cases They collide with the guarantees advocated by the liberal State. Thus, a struggle between rights and power, between freedom and security, can be seen.
