This toolkit provides an overview of the professional development system in foreign countries. The role of the teacher through the strategy of professional development of pedagogical workers in the Republic of Kazakhstan is considered. The concept of a new paradigm of education and innovation in the professional development system is given. This manual is intended for methodologists, teaching staff, organizers of professional development of teachers.
