German gambling laws are on shaky grounds nowadays. This has been especially true since an amendment to the Basic Law in 2006 aimed to reform federalism. The first chapter in this book explores the evolution of German state laws on gambling machines both in casinos and in gambling parlors. The analysis focuses not only on state and federal laws, but on constitutional and on European Union law as well. From a political point of view, the conclusions reached are rather skeptical, not to say negative. The second chapter contrasts laws related to casino gambling with those governing gambling in parlors. It detects severe incoherencies and inconsistencies between the two which violate European Union and German constitutional law respectively. Bernd J.
