The Union is a vast political entity, which spans the entire world and praises itself that it has united humanity under one government. The notion of a unity of the human race masks the internal division of a mammoth, which cannot be ruled anymore, but with authoritarianism. The Last Dreamer reveals the layers of an ideal self-portray, which piece by piece implodes and brings the Union on the brink of dissolution.
