In the aftermath of the plundering, the allied territories in Colorado developed a brutal caste system. The Corporates are the rulers and the Uppers manage their workers called Dailys. Dailys are unprotected by laws and harassed by Drangers who are gangs for hire. Dailys are completely dependent on the meager allotments the Corporates provide for labor. Jillian is a Daily clinging to a promise of hope. She is sworn to secrecy about a sanctuary city, but she prays the shadow group with its cryptic messages and military procedures will forgive her for telling her sister. For a chance at happiness and peace, they risk death for knowing too much or unspeakable abuse at the slave camps. Bannon Vogel is a Corporate who inherited a vast shipping and supply empire when his family was murdered. He pulls in every favor, debt, and opportunity to accumulate supplies for New Haven, his secret city in the Eisenhower Tunnel. Gray Takota commands the city's army of Defenders. Protecting the citizens is his primary function, but he doesn't count on falling for a woman who poses the greatest threat to the town's security. The goal is to establish a place of civility, but the cost is freedom and for some their souls.
