Anna, the seventh Duchess of Bedford, is credited with starting the English tradition of taking Afternoon Tea. At the time, circa 1830, supper was not served until 8 or 9 o'clock at night. So late one afternoon the Duchess wanted something to eat and requested tea and light refreshments to be served in her room. She obviously enjoyed this new ritual and soon she was inviting her friends to elegant tea parties. But it wasn't until the 20th century that scones, served with clotted cream and jam, made their appearance on the Afternoon Tea Menu. Afternoon Teas served scones but they also featured dainty sandwiches and an assortment of other baked goods. It wasn't until fairly recently when the 'Devon Cream Tea', or simply, 'Cream Tea' was adopted that scones, with clotted cream and jam, were made the main attraction served alongside a steaming pot of tea.
