The aim of the research - to design a theoretical model of interconnection between school heads' competencies development and school improvement in the context of education management paradigm shift. Problem questions: *How the areas of school heads' activity and their leadership models are changing in the context of education management paradigm shift and, accordingly, which relevant competencies should be developed? *How should be arranged the development of school heads' competencies seeking to ensure successful acquisition and development of relevant competencies? *What is a hypothetical model of interconnection between school heads' competencies development and school improvement, focused on the paradigm of systemic change? The object of the research - school heads' competencies development in the context of education management paradigm shift.
