Rule of law and rule of law

This paper was the combination of two ideas and articles presented at Consinter 2019 and 2020. The first part explores the importance of a State of law and harmony for the containment of crime. Good and evil are objects of learning, so the State is responsible for it. Then comes the second topic: which State? Thus, only in a State that provides public service will this be possible and then fraternity can be achieved.
