The study deals with the relationship between the efficiency of the application of resources allocated to the Government Education function (sub-function Secondary Education) by the Brazilian States with the socioeconomic factor HDI of the respective States, between the years 2005 and 2017 to obtain a design / proposal to assist and improve the implementation of social control and political learning by the Educational Management Advisors.It was possible to elaborate an equation that made it possible, besides confirming the relationship between the variables, to be a tool or a prognostic model to help managers in the decision making process, and Public Policy Advisors for Education in social control.
