»Nursing (assistance) professions in the constitutional system of competences. Possibilities and limits of federal regulation of professional practice and access to profession, training and training funding for health (care) professions in view of the shortage of nursing staff, Federalism reform and the judgement on geriatric care«: As was the case for nurses with the Nursing Professions Act (2020), the federal legislator also intends to harmonise the professional and training law, including the financing of training, for nursing assistants based on a generalist approach, previously regulated by state law. In view of the limited federal competences for the health sector, the question of competence arises, which is analysed in this study, also from a general perspective of regulating the healthcare professions.
