Performance diplomacy for the D.R. Congo

The book examines the problems of diplomatic governance in the Democratic Republic of Congo.It pinpoints the pitfalls that hamper this diplomacy, notably tribalism, corruption, mediocrity, etc. To get out of the rut, the author proposes meritocracy as a criterion for diplomatic governance. This text is the result of the author's experience after a twenty-year career in this Ministry.
