Debate within parliaments is the essence of our democracy and an inherent faculty of the right to political representation. A qualified form of the right to freedom of expression, it is particularly protected by constitutions and international treaties. However, the debate is limited by the rules on parliamentary discipline, which, while respecting the fundamental rights of parliamentarians, form the framework for the development of a debate at the height of the highest representative institution of a country.
