Built upon scalable, flexible, and adaptable coordinating structures to align key roles and responsibilities across the Nation, linking all levels of government, nongovernmental organizations, and the private sector. This guide is written for senior elected and appointed leaders, such as Federal department or agency heads, Governors, mayors, tribal leaders, city or county officials, those who have a responsibility to provide an effective response to preserve the safety and welfare of the community. At the same time, this Framework informs emergency management practitoners, such as first responders, medical teams, fire personnel, policing officers, and emergency managers at all levels of Government to explain the operating structures and systems used in an emergency or communitiy crisis situation.
