Finite rational beings can create (invent) nothing out of nothing. Finite rational beings can create something (technology) out of something (science). So, science comes prior to technology. It is our Inborn Rights (Inalienable Natural Rights) established as Fundamental Rights to communicate Equal & Opposite Apriori Framework of Natural Science and un-contradicted facts of this manifested nature without any broken bar. An authority such as UNO does not have any sort of legitimate right to prohibit us from communicating the searched out Set -B- Apriori Science of 90 Basic Scientific Issues. 

"O you who believe [in Apriori Science]! Stand out firmly for justice, as witnesses to Allah, even as against yourselves, or your parents, or your kin, and whether it (the case be of) a rich man or a poor man, for Allah is nearer to both (than you are).
