Based on my work experience as an Environmental Analyst, considering the socio-environmental problems of municipalities, which are the result of a land occupation model that prioritises historical characteristics of economic development through the unlimited use of natural resources, with constant consequences of socio-environmental degradation, this is a study of an approach to Municipal Socio-Environmental Management, with the aim of reconciling the traditional technical-administrative instruments of socio-environmental management with the general and special socio-environmental rules of unavailable public law. It involves identifying, describing, analysing and evaluating fundamental instruments that comply with the precepts of socio-environmental legislation. By considering municipal socio-environmental problems, it goes on to address the technical-administrative and normative foundations of socio-environmental management as a strategic, participatory and flexible system and as an ongoing process, with goals, phases, evaluation and standardisation, given the reality of municipalities.
