Managing Local Economic Development: Cases in Decision Making: Minority Enterprise Development In the Post-Croson Era traces one community's attempt to respond constructively to changes in national laws relating to set-aside programs-programs that were designed to improve minority contractors' opportunities to compete for government contracts. Generally, such programs required that (1) a set percentage of all such contracts be awarded to minority-owned firms or (2) a set percentage of the workers hired to fulfill contractual obligations come from disadvantaged or minority backgrounds.
