Nul ne peut plus ignorer la pregnance du "lobbying" aupres de l'Union Europeenne (UE): l'importance numerique du phenomene, sa diversite, son adaptation permanente au cadre europeen en font un sujet d'etude central en sciences politiques aujourd'hui. Malgre le nombre de publications sur le theme, peu abordent la question des rapports entre "lobbies," democratie et controle politique dans le systeme decisionnel fluctuant qu'est l'UE. En alliant aussi bien la reflexion de praticiens que l'analyse scientifique globale ou l'etude approfondie de cas, ce livre cherche a tester la validite de differentes approches theoriques sur le sujet, notamment a travers le debat -pluralisme contre neo-corporatisme-. Des themes majeurs sont traites: les principes organisateurs de la mediation d'interets, la reglementation du "lobbying," la question du controle politique pour contrer la corruption... Les contributions examinent les nombreux acteurs organises tant a l'echelon national, qu'infranational, supranational ou international.
Much attention has recently been given to EU lobbying. The reason is no doubt the proliferation, diversification and reorganisation of interest groups gravitating around EU institutions. Publications on lobbying in the EU are numerous, yet the connection between lobbying and democracy, ethics or the evolving political system of the EU is generally less well appreciated. Drawing upon in-depth case studies, as well as on the experience of practitioners, this book makes an attempt to reassess the validity of certain analytical frameworks and classical distinctions such as -pluralism versus corporatism- in the light of current practice. While seeking to identify patterns in interest intermediation, it also focuses on the regulation of lobbying and on crucial issues such as ethics and corruption. Several actors present on the lobbying scene are examined in turn, be it at the national, subnational, supranational or even extra European levels.
