Lesotho and its Governing System. One Leadership of all time. Lesotho is a state party to a number of major international conventions, declarations and treaties relating to democracy and political participation. At international level, these instruments include the International Covenant on Civil and Political Rights, 1966, which Lesotho ratified on 9 December 1992. Article 25 of the Covenant provides that: Lesotho also ratified the International Convention on the Elimination of All Forms of Racial Discrimination in 1966. States Parties undertake to adopt immediate and effective measures, particularly in the fields of teaching, education, culture and information, with a view to combating prejudices which lead to racial discrimination and to promoting understanding, tolerance and friendship among nations and racial or ethnic groups
