Industrial Relations in the Modern State (1937) provides an introduction, as objective as possible in character, to the differing policies of 1930s liberal and totalitarian states in the matter of industrial relations. The period was the height of worker struggles around the world, as modern labour policies were developed against a backdrop of intense political upheaval.
