INTRODUCTION
Human resource development has been defined as empowering people by
fostering the contributory capacities that they can bring to the improvement of their
own quality of life and that of their families, community, and society. Education is
most important for human resource development because it will provide a
guiding light or energy to a person to use up his skills to work and contribute to a
country's economy. India is the second most populous country in the world with a
population of 1,028 million (Census Report 2001). According to the Human
Development Report (UNDP 2008), India ranks 128 out of 177 countries. In spite of
having the third largest education system in the world with 720 universities and more
than 37,000 affiliated colleges enrolling more than 23 million students, there is a
massive backlog of 304.1 1 million non-literates in the country
