People became smart long ago; civilization has been a feature of the human race for many thousands of years. There is ample evidence of this. Interestingly, records of Sumerian governance from over five thousand years ago describe characteristics of cooperation and application of knowledge that resonates with features of historical and existing indigenous cultures around the world. Good governance is well-served to take these into account in an effort to improve cooperation and resolve ongoing political and environmental misfortunes. Fundamentally, the classification of processes in all areas of nature and society is needed. Technology needs to be brought to served such efforts, becoming the servant and not the master. A "Conceptual Heartland" is needed as an objective to support the needs of society, of individuals, groups, and institutions.
