The legislator and the law maker are not identical in most cases. In numerous constellations the law maker seeks assistance or uses legislative products from other law makers and other legal systems. This is common practice but might be considered debatable. It rises constitutional questions and demands practical answers. Obviously, the law maker should have control over what he is making. These questions will be discussed in this volume including, but not restricted to, legislative outsourcing. Kai von Lewinski teaches and researches in public law at the University of Passau.
