After Dusty by chance has found a way to investigate the organization run by the Cartagena Cartel, he travels from Salvador to Rio de Janeiro, where he gets romantically involved with the mob boss's mistress. When she disappears, Dusty discovers that she has gone to Paraguay with instructions to withdraw a large sum of money in cash.
Soon after they meet again in Asunción, they are both imprisoned for purported security reasons surrounding an event that Paraguay's president is performing.
After Jacie has extricated herself from her detention by putting the blame on Dusty, she withdraws the money as instructed. She then travels to La Paz where she gets new directions where to deliver the money,
Grasping at the opportunity, Dusty risks escaping the jail where he's being held. An alert for his capture is issued, However, negotiated by his country's consulate, Dusty instead gets expelled from Paraguay. Having previously learnt that Jacie had a flight ticket to La Paz, he follows her there, where he finds out that she has traveled on to Peru.
In between the chapters, there is vital historic context about Alfredo Stroessner's dictatorship and the tin king Simón Patiño who went from the poorest among the Bolivians to become one of the richest men in the world.
