Sheriff Frank Ulring wasn't above getting rid of people in order to get what he wanted--and right now what he wanted was Bethany McAllister. The only thing in his way was her husband. So Ulring killed him. But Ulring hadn't planned on the half-breed Navajo, Will-Joe, seeing him do it.
