Means of automated operation on information, starting in the 1940s', greatly accelerated the economic development. In the modern society, based on information and knowledge, information and communication technologies (ICT) have a central role, determined by the strategic importance of information resources for prosperity. The priority development of ICT sector is a prerequisite for building the information economy, efficient computerization of public administration and economic agents for improving economic and social activities, increasing the quality of services, improving living standards and meeting the population's spiritual needs. Information has become, in recent decades, a production neofactor, often more important than raw materials and energy: "By mastering the information, we can benefit from the situation".
