Before this pandemic commercial development in the public sector was an increasingly important part of the adaption and change of public sector organisations to operate effectively in the financial, political and social context in which they exist. Covid-19 has exacerbated the drivers for this change with the financial imperative to make and/or save greater than it ever has been, whilst demand and need for services is also increasing. In short, financial self-sufficiency, or as close to it as possible given the nature of the organisation and the services it has a duty to provide, is the goal and commercial development is an increasingly important part of achieving this.
