Shortly after the September 11th tragedies, the U.S. Commission on Civil Rights urged its State Advisory Committees to monitor possible civil rights violations in their states against Muslims, Sikhs, Arabs and South Asians. This report was submitted by the New York Advisory Committee, and explores such issues as racial profiling by law enforcement, special federal registration requirements for foreign nationals from predominately Islamic countries, and the civil rights implications of expanded government powers under the USA Patriot Act.
