The quirky Dr. Cat Van No is a well-known cat artist, but almost always refuses to draw. Cat Van No seems stuck on the word "no."The challenge comes in the form of different characters trying to get a "yes" out of Dr. Van No. They ask Dr. Van No to draw a picture of their beloved favorite cat.However, just a few requesters are able to get him to create cat drawings.
