Large-scale interstate migration raises questions about where responsibility for migrant welfare lies - whether this is solely the responsibility of the migrant and, perhaps, their family, or whether responsibility should also lie with the sending state and its institutions, the receiving state or both. Over the middle decades of the twentieth century, around half a million people left Ireland, the majority for England. Irish migration therefore provides a suitable case study to examine the policy responses of government and institutions in both Ireland and England to this mass movement of people, most of whom were young, single and migrating alone. The author uses extensive archival research to identify the ways in which the needs of, and problems believed to be associated with, Irish migrants were identified and discussed and the responses that resulted. The major institutions to whom demands were made on behalf of Irish migrants were the Irish and British governments and the Catholic Hierarchies in Ireland and England.The book identifies the different understandings of migrants and their needs that emerged and how these differing views led to different policy approaches in the two governments and Hierarchies. The international context to large scale migration during the period is also covered, with detailed consideration of the views of the international Catholic Church and the Irish Hierarchy's desire to account to the Vatican for its actions on behalf of migrants. The findings are relevant not only to the historical case of Irish migration but also to current migration from Eastern Europe to Britain.
