In this dissertation it is discussed whether the legislature, contrary to common belief, owes more than the law itself. In the first part of the work, the key preliminary questions are addressed: What do the terms justification, legislature and duty mean in this context? Reviewing existing positions and the past development of the German Federal Constitutional Court judicature, the author develops an own, new interpretation of constitutional rules which so far have mostly been disregarded. According to the author, these constitutional rules determine the legislature workflow to contain a debate. If the legislature only outputs a law, this requirement is not met -- the process leading to the result (i.e., the debate) is a necessary part of the result.
