Communitisation is an innovative response to a major public administration challenge posed by dismal delivery of grass root level government provided services such as elementary education, primary health care, supply of drinking water and power. The concept is simple in understanding but enormous in its contribution to improvement in governance of the grass roots level public utilities through sharing of State-created assets with the user community and also investment of user communities' potent resource of social capital. This book presents the first-hand account of the success of communitisation programme in the sectors of elementary education, primary health care and power management undertaken in the state of Nagaland. Analysing the options available for improving the services, it describes how the difficulties en route and the politics of reform are to be taken care of. Also, it deals with the social capital which is central to the process of communitisation.
