Murder cops, O'Roarke and Garcia have a serial killer on their hands once again. The bodies of children are turning up in all five boroughs of New York City and there are no suspects. In spite of all their efforts, O'Roarke and Garcia stand by as their case goes cold. This monster could strike again and the city's children are not safe while he's out there.
