A welfare state is generally a state that provides a great deal of social services that are rights-based rather than means-tested. One qualifies for rights-based services by one's membership in a group or class, such as by being a citizen. Means-tested services, on the other hand, are available only to those who demonstrate need. Politics undoubtedly influence social welfare programmes. Social scientists often examine social welfare programmes in the light of underlying political systems. Social welfare function is a mapping of individual preferences or judgments of everyone in the society as to collective choices, which apply to all, whatever individual preferences are.
