A seemingly, accidental boating accident brings Holly Flynn back to her home town. Her brother is seriously injured and the police believe he was the cause of his friend's tragic death. Holly meets the only stranger that can help clear him. Together they discover the sinister plot behind the boating accident, a terrorist plot directed at New York City. It's up to them to break up this treacherous team before they are able to act.
