This book considers whether and under what conditions European Regulatory Agencies (ERAs) provide autonomous expert advice. Showing that ERAs capitalise on their expertise and rule-making competences to forge their autonomy, the book explores the challenge of 'how to reconcile the need for expert advice with democratic decision-making'.
