Elevin Shi couldn't see what was so important about Chartura, another backward planet on a far galaxy. Then he found out that they had gone from sailing ships to spaceships in ten years with engines that were better than many modern craft. How did that happen? Trouble within the Charter Alliance Intelligence Service hindered the investigation and threatened his life while Galactic war loomed.
