Burgess vs. United States highlights the Disparate Impact that the Anti-Terrorism and Effective Death Penalty Act of 1996 (AEDPA) has on African Americans when going through the federal criminal justice system. Thomas Burgess an African American and former federal inmate tells his story of how the AEDPA denied him his Constitutional right to Habeas Corpus in prayer that it will trigger 'The Habeas Corpus Reform Act' in order to stop the Disparate Impact that the AEDPA has on African Americans.
